Preheat the oven to 350 degrees F and grease two 9-inch round baking pans.
Place the oats, flour, cocoa powder, baking soda, salt, into the bowl of a food processor. Pulse until the mixture is a coarse powder, about 1 minute.
Add coconut milk, eggs, sugar, vanilla and melted coconut oil and process until smooth. Pour batter into the prepared baking pans.
Bake for 19-22 minutes or until a toothpick inserted in the middle comes out clean. Cool for 5 minutes in the pan on a wire rack, then invert onto a wire rack out of the pan and let cool completely.
Top with frosting and sprinkle with shredded coconut. Enjoy!
