Preheat oven to 350°F. Line an 8x8-inch pan with parchment paper.
In a skillet over medium heat, melt butter, stirring constantly. Continue cooking until it foams, turns golden brown, and smells nutty-- about 5-8 minutes. Remove from heat immediately and transfer to a bowl.
In a medium bowl, whisk together the flour, baking powder, salt, cinnamon, and nutmeg. Set aside.
In a large bowl, whisk together browned butter and brown sugar for about 2 minutes. Add egg and vanilla, mixing until smooth.
Add dry ingredients to wet ingredients and mix just until combined. Fold in chopped apples.
Spread thick batter evenly into prepared pan. Bake for 25–28 minutes, or until a toothpick inserted in the center comes out clean.
