Drain chicken and scoop into a medium bowl. Dice avocado, and chop celery and green onion; add to chicken.
In a small bowl, combine garlic powder, salt, sugar, and yogurt. Gently mix in with chicken to fully coat.
Divide chicken salad evenly among rolls. Slice bell pepper and cut oranges into wedges.
Serve sandwiches with pepper slices and orange wedges on the side.
