Spray skillet with cooking spray and heat over medium. Remove the seeds from the bell pepper and slice into 4 thick rings. Place pepper rings into skillet and crack an egg into each slice. Cook until whites of eggs are fully set. Carefully flip over and continue to cook for 1 minute. Place a bed of spinach onto each plate, and top each with an egg.
Toast bagels and spread each with 1 tablespoon jam. Serve each egg plate with a bagel and an orange on the side.
