Cook rice as directed on package. Cover and set aside.
Thinly slice garlic, and toss in a large bowl with soy sauce, zest of half the lime, grated fresh ginger, and 1/2 teaspoon pepper.
Cut beef into thin strips and then mix with soy sauce mixture; cover and refrigerate to marinate at least 30 minutes, or overnight.
In a small bowl, mix juice from one lime (the recipe calls for 1/4 cup, so a second lime may be needed), honey, and 1/2 teaspoon pepper; set aside.
Preheat oven to 450 degrees. Slice mushrooms, pepper, and broccoli into small bite sized pieces and arrange on cookie sheet. Drizzle with remaining 2 tablespoons of olive oil, and sprinkle with salt. Roast in hot oven for 8-9 minutes.
Heat a large skillet over medium-high heat; pour in 1 tablespoon of oil. Cook beef for 3 minutes, stirring, cook until no longer pink (or to desired doneness). Pour honey sauce over top and cook for 1 more minute.
Serve beef combined with roasted veggies over rice. (3/4 cup beef and veggies, 1/2 cup rice)
